Dear Clubs, Please see below in relation to the proposed changes to the regulations for the Senior Men’s Game 2013-2014. The SGMB are seeking the club’s views on the proposed changes as outlined in Items 1 & 2 via email by close of business Wednesday 7th August. Item 3 Work Permits is for information purposes for teams in the Premier League and should be a big help in resolving the difficulties in obtaining a Work Permit. 1. Proposed: Alteration to Category 2. A new Category 2A player category be created for Non EU/EEA students or Non EU/EEA workers, who are resident in the island of Ireland . A team shall be allowed have one Category 2 and one Category 2A on court at any one time or two Category 2A on court at any one time(a team shall not be allowed two Category 2 players on court at the same time). A maximum of two players from these categories will be permitted to be on the scoresheet for any game. 2. Proposed Accounts. Premier League and Division 1 clubs will have to submit verified accounts to show a true reflection of their financial position. 3. Work Permits. Regulation 4.5.3 stays in place regarding the the obligation to obtain a work permit. All Work Permits will, in future, be processed through a designated person in the BI office. If all the documentation, that is required to obtain a Work Permit, is received in the BI office by close of business(17.00h) on a Thursday than a temporary licence will be issued for the player, subject of the application to play that Friday, Saturday and Sunday. To obtain a licence under this system for a game on any other day of the week, the above information must reach the BI office no later than 12.00 (noon) on the day of the game. When a decision is made on the application, by the Department of Jobs and Innovation, then a full licence will be issued where a Work Permit is granted and where a work permit is refused the player cannot play from the date the notification is received. In the case where an appeal is subsequently made against the refusal by the department to issue a Work Permit the SGMB reserves the right to issue, or not, a licence to the subject of the appeal. The residency requirement for Cat 1B players in Premier League is expected to be reduced from 180 to 90 days shortly and agreement on the transfer deadline date for players for both leagues should also be agreed shortly.
